Reusing Written Off draft invoice

Description: As of now, if you have the tags auto-invoice draft and auto-invoicing-reuse-draft on an account, then all the charges go to single draft invoice even if the invoice is written off at some stage.

Steps to reproduce :

1. Create an account and add tags auto-invoice draft and auto-invoicing-reuse-draft.
2. Create a back dated subscription, for example 1st Jan 2024. This will create a draft invoice with 4 charges ( Jan, Feb, Mar, Apr ).
3. Write off this invoice.
4. Move the clock forward to 1st June.
5. This will add 2 further charges to the above draft written off invoice.

Expected : Either we should not allow writing off draft invoices OR reusing a written off invoice should not be allowed.
