Stream buffers very frequently on 3G but OK on WiFi

This is very strange. It appeared on my app and reproduces on TracyPlayer.

Buffers a lot (almost every 2 seconds) when I'm on cellular, but works just fine on WiFi, even though my cell data speed is much higher. I don't know if it's specific to me or not.

I tried on two phones, but both are using the same cellular provider.

我用蜂窝网络，并且开启vpn的话。播放的话是很顺畅的，不会有卡顿。我的蜂窝网络是5G。
