It would be useful to have a cli tool for installing cygwin packages.

I think the features of apt-cyg that setup-x86_64.exe does not have (specifically, other than the install command) to be particularly useful.

Unfortunately, however the current install command of apt-cyg does not provide 100% of the features which provided by setup-x86_64.exe.

Currently, the provides: parameter can confuse apt-cyg dependencies (#109).
For another example, the install command cannot specify a specific version of a package (#110).

We need to resolve at least #109 first, if we want to register apt-cyg as an official Cygwin package.
