Adapt TFJob examples to TensorFlow v2

Our TFJob examples are using TensorFlow v1, but that version is too old.

So, all TFJob examples should be adapted to TensorFlow v1.

Contributors should address the following items:

• Upgrade TensorFlow version in all Dockerfiles to v2
• Adapt training codes to TensorFlow v2 API
