[bug] The app reconcile key will always be in requeue #6490

Describe the bug

we delete an application, but the app reconcile key is still in the requeue.
To Reproduce

1、set ApplicationReSyncPeriod not be 0.
2、delete an application.
3、see error: the application still be reconcile.
