So the thing is, The mentioned page contains some sections with navigation on the right ( Guidelines and Resources ). When you click on each of them the page moves to the respective sections. But it happens so quickly, we need to add some transition ( slow down the abruptness ) to make it smooth.

@ankushbhardwaj408 Now, would you like to work on this? If not, we'll get assigned other contributors on the basis of FCFS.
