when scrolling to the end of a frame where a neighbor frame is in the same direction, layerJS will directly continue from scrolling into the transition.
This is not what the user expects. The scrolling should stop there for a moment
Eventually it should depend on whether the scroll wheel / touch scrolling is in kinetic mode. So far this is not possible so currently there should be a pause and possibly a threshold for low wheel speeds.
