I get this error when trying to install "NoFWL_0.1.0_windows_x86_64.msi", any ideas?

"There is a problem with this Windows Installer package. A
program run as part of the setup did not finish as expected.
Contact your support personnel or package vendor."

OS: Windows 10 22H2 Pro 64bit

EDIT:

It needs to download something in order to finish the installation. But what does it download exactly?!?!
