Create a mouse input grabber that emits a stopMove signal when the mouse button is released.
When a shell surface emits onStartMove the compositor sets the grab cursor to move and activates the grabber, when the grabber emits onStopMove the grab cursor is set back to arrow and the grabber is deactivated.
