References in page titles are not working as references later

What Happened?

Putting references in the title of new pages doesn't seem to work well. If I create a new page that includes a reference in the title like [[concept]]. For example: "Main Page [[concept]]". This newly created page does not appear as a reference from the "concept" page. This had always worked before. I have reindexed and tried all sorts of things. Does anyone know what might be happening or has observed the same behavior? I've check github but no luck there.

Reproduce the Bug

create a new page and in the title use a new reference like: "This is a page with a [[concept]]"
later, going to the "concept" page in the references section the newly created page is missing.

Expected Behavior

the newly created page should appear as a reference of the reference used in the page's title
