"Exercise released" notifications sent via E-Mail regardless of setting

Describe the bug

I keep receiving E-Mail notifications that a new exercise was released in a course I'm registered in. However, the specific setting that should enable/disable this is disabled.

To Reproduce

1. Disable E-Mail notifications for "Exercise released" in Artemis' notification settings (see Screenshot; WebApp is enabled)
2. Save the changes
3. Wait for an exercise to be released

Expected behavior

One should not receive an E-Mail regarding a new exercise, as it was disabled by the user
