能不能尝试出一个消息频率限制？比如收到消息后随机等5-30秒后再回复，这层限制能否直接加载mirai上并且提供可配置的文件？就是如果有其他插件直接调用mirai的发消息，也可以有限制这个样子的。 因为我这边的情况是，消息回复速度过快，或者说几乎一瞬间发送很多条消息，会直接导致被冻结账号 #2810

有消息预发送事件，这个功能可以用插件来实现

不好意思，刚刚才反应过来，我删除了刚刚的回复

他意思应该是别人写的插件无法控制
加载其他的插件一瞬间回复的意思
希望有个全局开关设置。
