Scope Replacement Fitting Engine

Summary

Replace the current fitting engine within the framework. The current engine is suboptimal for many uses cases we encounter and is a frequent source of frustration with users. Concerns about it's robustness and reliability are frequently raised.

Intended outcome

This is a high-level requirement and not yet a formal capability definition. The requirements/scope of the subsystem need to be defined before a solution can be designed and engineered. The outcome of this item will be a document discussing this. It is intended that existing, well-known optimzation packages be explored for integration and minimally wrapped for use within mantid. This is highly preferred to a custom solution.

The user community will benefit from a much more robust and reliable optimization engine.

Acceptance criteria

The output of this task is a discussion document and will be accepting when interested parties agree on the scope.

This task is a scoping exercise so no design will exist yet.
