Is this Medusa official behaviour (re: orders/reservations)?

Hi All,

On freshly installed Medusa Official (+inventory & multi-warehouse modules), I've placed an order for one item (via demo storefront). There is only 1 item in stock for this item in one stock location.
The item was reserved for this specific order correctly.

When I want to create a manual fulfilment in the Admin, I can't fullfil this one item that has been allocated to this order. The admin fulfilment page says 0 available, 1 in stock, and the fulfilment item selection is blurred out. (Please see images below for more). Location is connected to sales channel in question.

• Is this Medusa standard functionality?
• Perhaps minimum stock levels?

Help is appreciated, I've searched and delved as far as I could, and couldn't find anything addressing this.

I've installed Medusa official (v1.20.2), and have installed Inventory and Multi-warehouse. Demo storefront starter Medusa Next 1.0.3.

I have 1 x item in stock "Jacket Wholesale Only" in Stock location "Warehouse Pretoria", it's not available in any other stock locations.
