meltano compile feature, feedback and future changes

As of Meltano v2.16, we launched meltano compile, which generates a Manifest JSON file.

We are launching this in "beta" status and will be collecting feedback from community members and as we expect some changes as we incorporate feedback and usage data.

Users, community members, and third parties which want to use this feature should be aware that breaking changes may be expected without a corresponding major version bump.
