By Default No GitHub Actions shows

No Action Appear

and if I copy the code from Deploy.yml into a new action it say Deploy.yml already exist

But if I copy the code from Deploy.yml in New Action and name it Main.yml it works and I could deploy successfully

Any Idea ?

Actually the GitHub actions exist.
Let's blame GitHub's bad UI for small desktop screen - yes, you just hit an edge case - small desktop screen!

Have you clicked on "All Workflows"?

And you'll see this menu at the bottom:

In fact, the GitHub UI would be more user friendly on either smaller or bigger screen.
