Install TaskWeaver by pip

There is no pip package for TaskWeaver, so to use TaskWeaver as library, you have to pull the entire source code. Which is not easy to manage.

Provide pip package for TaskWeaver.

You can clone the repo and use pip install -e localpath to install the project as library. Its basically the same thing but a little convenient
