Description

IP Addresses in the whitelist config should come from AzDO variable groups, vs TFVARs

This is part of #242

Acceptance Criteria

  • alter the ISO (and other) template to consume IP addresses for whitelisting from a ENV VAR, vs how it currently works (via a terraform variable).
