Option to rearrange tracks/streams #1942

Ability to change the order of the video/audio/subtitle(etc) tracks.

Note that currently this can be done manually by:

extracted all tracks as separate files
open the desired first file in losslesscut
drag drop the desired Nth file into losslesscut and add the track
export the file with the new track order

This has been discussed in #1589

Kind of related to #1670
