Have you considered ReportLab or PyPDF3? I used them recently (actually PyPDF2 with py2.7) to produce the conference book and daily schedule for SAS2018. That book included pages composed from text, Excel spreadsheet content, PDF content from others (including extraction of specific pages from PDF), and images.

It's not a bad idea. I am already using pypdf2 in this very slim library. The goal of this wrapper library is to provide a command line interface to deal with the existing files.
It's good to know it's possible to incorporate Excel spreadsheets. I'll have a look.
The Excel spreadsheet support did not come from ReportLab or PyPDF2. It came from pandas and xlrd. The conference book project brought all these together.
