Steps to reproduce
Load any website and hold the CTRL + - (minus) key combination
Expected behavior
Zoom factor should stop when the lowest/highest zoom levels are reached
Actual behavior
Zoom level keeps changing even though UX/UI stop responding to it, throwing an exception when zooming out too much and making it harder to zoom back out when keeping zoom in held down, i.e., if you hold the zoom in combination down for an hour you will have to press the zoom out combination for another hour for the zoom level to go back to where it was before, as there doesn't seem to be any minimum or maximum value.
