Cannot navigate anymore after using clearHistory on a root frame.

Steps to reproduce

Create a root view with a frame. Navigate to a view and set clearHistory to true. After this you won't be able to navigate

What is expected?

That you can navigate further.

What is actually happening?

The page is being rendered in the console but it does not navigate.

@rigor789 do you perhaps remember the solution you gave here #472 (comment), it can't be opened anymore because playground is gone.
