add leecher disconnect function

make it so that leecher clients are automatically disconnected. you can do that by automatically disconnecting their user agents. example: xunlei and aria2-based clients

Not sure on xunlei but I know aria2 can be set to seed out. I have a user that uses it all the time and it is specifically to seed torrents that they created.
