StreamReader seek method seeks to wrong frame for opus format #3770

馃悰 Describe the bug

Streamreader seek not seeking to correct frame even with mode='precise'.

Use below code to reproduce the error with any audio in opus format.
This code is expected to do a seek operation to the mid frame and then load the remaining frames after that.
Finally compares the number of frames loaded to the half of the actual number of frames.

Expected result: assert statement to pass
Actual result: assert statement fails.

It's found that the same code works well for .wav format.

reader = StreamReader(src=file_path)

half_duration = num_frames/sample_rate/2
reader.seek(half_duration)
half_num_frames = len([chunk.pop() for chunk in reader.stream()])

assert num_frames/2 == half_num_frames
