[Feature request] Request for Feature to Modify OpenAI's BaseURL

In some countries and regions, direct access to OpenAI's services is not possible, or users may wish to utilize their own open-source models in a private environment. For this reason, they have emulated OpenAI's API server, and by simply changing the base URL, they can offer a similar experience.
