Package for Debian

Leaving this issue here as a placeholder for anybody who can contribute. Packaging for Debian will allow the server to be run as a systemd service to be used on the fly by pure maps.

Ideally, the service would spawn from a systemd socket, listening on the usual port, to minimize resource usage.
