Describe the bug
Alternator PID Output stays at a high value after we're past the target voltage for a while, eventually starts lowering

To Reproduce
Steps to reproduce the behavior:
Set up alternator control
Be under the target voltage for a while
Watch Alternator PID Output go to "Max" and stay there
Watch battery voltage go past Target voltage
Watch Alternator PID Output stay at "Max" for a few seconds until it goes down
Expected behavior
The moment Battery Voltage is over target, PID should start outputting less voltage, at least quicker than a few seconds (this usually leads to nasty voltage spikes)
