hinted_handoff: Set the right IO scheduling group for commitlog

Currently, we don't explicitly set the IO scheduling group for the commitlog instance used in hinted handoff; see this function. As a result, it fall backs to using the default scheduling group, which is most likely a bug. It should instead use either the streaming or the commitlog IO scheduling group.
