Missing check of rsync presence on remote

Ssh-pool has the tar+scp fallback if rsync is not present ... but it checks the rsync presence only in the local machine. Rsync needs to be available on both ends to execute. The deploy fails if not, and there's no way to force the execution of fallback procedure.
