External Data Download Link Stopped Working

Hi,

the link to download external classification datasets (both uni/multi variate) which is 'http://www.timeseriesclassification.com/aeon-toolkit' has stopped working yesterday. Thus, none of the classification datasets can be downloaded at the moment.

The code to download the external datasets is in data/external.py
