[NEW] Add tests for io-threads. #397

Description of the feature

Currently in project, there is no unit test and integration test for io-threads feature,

We should add some tests to test the correctness when io-threads enabled, context: Adjust io-threads number in runtime to fully utilize multi threads and make CPU more efficiency. #111 (comment).
Due to enhancement of Adjust io-threads number in runtime to fully utilize multi threads and make CPU more efficiency. #111, we also need to add test to scale up/down the io-active-threads.

This is a follow up of #111
