Add Event for Cancel OrderLine

Is your feature request related to a problem? Please describe.
Publishing an Event when an Orderline is canceled gives more opportunities on handling this Event.
F.e. in our case we want to re-calculate the surcharges in that case.

Describe the solution you'd like
Publish the OrderLine Event with type "cancelled" when the OrderLine is cancelled.
