[Bug Report][3.6.5] v-tabs show-arrows ignored

Last working version: 3.5.3
Vue Version: 3.4.27
Browsers: Chrome 124.0.0.0
OS: Mac OS 10.15.7

Steps to reproduce

hello hello hello hello hello hello hello

make screen small enough to see arrows showing up

Expected Behavior

arrows not showing ever as default

Actual Behavior

arrows always show when screen size is small enough
