Is your feature request related to a problem? Please describe.
No. This is a new feature.

Describe the solution you'd like

Add the ability in Settings adding a list of paths, "Fallback Resource Locations".

Describe alternatives you've considered

  1. You can set modpack "resource download location" to their own directory unique directory. Pros: When you're done with a modpack, you can delete it forever. Cons: If another modpacks you download later share the same resource mod, it will have to be repeat downloaded.
  2. You can share a single directory for resource download location for all modpacks. Pros: Never have cache misses. Cons: End up with a huge, mess of potentially orphaned mods over time.

Additional context

So to remedy this, inside settings, add a "fallback resource location" section. When you begin the download process as you do today, you direct wj to "scan from this list of paths. If the mod is not in any of them, download it." This way, when multiple modpacks share the same mod, you won't repeat download.

This essentially gives best of both 1 and 2.
