Problem Description

The condemnation of the city-state is unilateral and there is no backlash from the AI.

Desired Solution

I would like to suggest one innovation in the game. It may be difficult to implement, but in my opinion it may be interesting to consider.
Let's say I play for India and I have allied countries that support me or countries with which I have friendly relations. And there is Russia, which is either in an alliance with other countries or is friends. Suppose Russia declared war and attacked a country that is allied with me. In such a situation, it would be possible to make other countries condemn Russia publicly. Certain penalties may be imposed on Russia in the game and some AI may declare war on it at their discretion, or break off existing trade agreements or defensive alliances with it, or completely break off the declaration of friendship or alliance with Russia.
Now, when you condemned another country, it all happens unilaterally. That is, I condemn, my relations with this state are damaged, but other states or city-states do not react in any way.

Alternative Approaches

There is no alternative solution here. Perhaps the alternative is to leave the mechanics as they are now.
