[yugabyted] yb-server-ctl is unable to stop/start nodes when running via systemctl process manager #22331

Description

$ bin/yb-server-ctl.sh tserver stop
Stopping yb-tserver on ip-172-151-24-45.us-west-2.compute.internal
Process isn't running! Nothing to do

However, below works:

systemctl --user stop yb-tserver
