Zebra can't find correct dependency when installing some tweaks

Describe the bug
Zebra can't find correct dependency when installing some tweaks. The case is described in that comment.

To Reproduce
Try to install Satella2 from https://paisseon.github.io repo on device with iOS 14. Zebra will parse dev.theos.orion12 (Chariz) dependency instead of dev.theos.orion14 (Chariz), thus making conflict and blocking the installation.

Expected behavior
Zebra parses correct dependency like Installer 5 does.

Trying to update libreadline8 (from Procursus repo) from 8.1 to 8.1.2 via Zebra, but queue won't allow me to do it, it shows me error:
libreadline8 has issues that cannot be resolved: "readline" conflicts with libreadline8
but I have no "readline" package installed.

From #1924:

I was trying to upgrade Reprovision Reborn, however Zebra refuses because it detects this conflict: “ReProvision Reborn has issues that cannot be resolved: "com.matchstic.reprovision" conflicts with ReProvision Reborn”
I do not have any other versions of Reprovision installed.
A helpful user from the Jailbreak Discord said to try Cydia instead and sure enough it worked fine. Cydia did not detect any conflict and it installs the upgrade successfully.

This seems to have come up again with Zebra v1.1.36 and the libtasn1-6 package (iOS 15 rootless).

libtas1-6 has issues that cannot be resolved:
"libtasn1" conflicts with libtasn1-6

In case it's relevant: iP7 15.8

Edit: libtasn1 isn't installed
