fix race-condition with Hex-Rays, which could be unloaded yet on IDA >= 7.7

Hi! Could you explain the logic behind this PR? I don't understand what problem it fixes. |

Sure. In my setup (IDA Pro 7.7 running under the wine in linux host) hex-rays loads after the gepetto, and gepetto wouldn't load in the case, if hex-rays is not present. |
