Fixed a copying bug in release v0.74.

For C++ languages, with declaration part (hpp) and implementation part (cpp) support.

In StateGo, C++ language, it is possible to deal with files that are divided into a declaration part (hpp) and an implementation part (cpp).

Add Python single file Starterkit

Added a single executable Python set to the starter kit.

Build using VS2022

The file search function was not available in Windows 11.
The build environment was updated from the old VS2015 and VS2017 to VS2022.
So far, no problems have occurred.
