bug: Clearing device logs does nothing

Bug description

Going to settings and taping "Clear logs" does not clear logs. This is easy to see using the "Share logs" option.

Steps:

1. Use "Share logs" to get a copy of the logs.
2. Use "Clear logs".
3. Use "Share logs" to get another copy of the logs.
4. Observe that the second copy is larger than the first and contains all the timestamps from the first.
