CVE-2024-34069 and CVE-2023-46136 --vulnerabilities in werkzeug-- are reported as HIGH by some security tools like PRISMA.

Will this version bump be applied to the 3.1-x branch too to avoid those CVEs affecting current stable versions?

@michael-s-molina I added the v3.1 tag to try and make sure it gets picked if we push another micro eventually.
