github: add arm builds

[neolynx]

Fixes #1199

Requirements

All new code should be covered with tests, documentation should be updated. CI should pass.

Description of the Change

• replace goxc and use go directly for debian builds
• debianize and use dpkg-buildpackage
• read go version from go.mod
• build FreeBSD, MacOS and Linux separately

• cleanup debian package / service
