needs #117295

Proposed change

Enable open protection (log only, not strict) in the event loop. We did not do this before because pytz opened the zoneinfo files all the time. Since pytz is no longer used in HA as timezone support was added to stdlib in cpython 3.9, we can now start logging opens that happen in the event loop. There may be integrations that are still using pytz in libraries that need to support 3.8, however they should be updated since 3.8 will go end of life in just a few months.
