What ❔

Minor refactoring on the script to clarify each function's role
Add a script to deploy a hyperchain (or more specifically the StateTransactionManager of the hyperchain) which is required before registering to the bridge hub

Currently there is no script to deploy only the base contracts for a hyperchain that are required to register to the bridgehub

PR title corresponds to the body of PR (we generate changelog entries from PRs).
Tests for the changes have been added / updated.
Documentation comments have been added / updated.
