feat(useFetch): add refresh and cache ability

Description

I believe useFetch can be used as the data layer of an application, but it lacks two important capabilities as a data layer:

1、The ability to automatically update data
When the backend data is updated periodically in a short time, this PR provides a refresh option to automatically update the data.

2、The ability to cache data
In different components of the application, useFetch may use the same data, caching can greatly speed up rendering. This PR provides a cache option to cache data, and uses the WeakRef method to store it, trying to reduce memory pressure as much as possible.
